Our Methodology

How We Approach Every Matter

Every matter at Boon Counsel begins with a written intake. Before we form any view on the case, we read the documents. This is a discipline — not a formality. Pension decisions are often more nuanced than they appear, and contribution histories, particularly those spanning multiple employers or jurisdictions, require careful assembly before any analysis is useful.

Once the record has been reviewed, we discuss the options with the client. We explain what the documents support, what they do not support, and what the likely implications are of each available course of action. We do this before any external step is taken — so that nothing is filed without the client's informed understanding of what is being argued and why.

Across all three services, copies of all correspondence and submissions are provided to the client as they are sent. At the conclusion of each matter, the client holds a complete file of the work done on their behalf.

Service One

Pension Entitlement Review

A careful review of an individual's pension entitlement, intended for clients who have reason to believe their state or occupational pension has been calculated below what their work history supports.

The work begins with a written intake covering employment records, contribution history, and any prior correspondence with the relevant authority. We then prepare an analysis identifying any periods that may have been overlooked or undercounted, and discuss possible courses of action with the client before any external steps are taken.

This service typically addresses:

  • Pension figures that do not appear to reflect the full contribution record
  • Periods of employment that may have been overlooked or excluded
  • Calculations where Social Security contribution records and employer records do not match
  • Entitlement questions following a change in employment status or country of residence

Service Two

Cross-Border Pension Claim Preparation

A focused service for clients with contribution histories spanning more than one country — common among those who have worked across the region or returned to Thailand after years abroad.

We assist in gathering and translating the relevant employment documents, identifying which authorities to engage, and preparing a coordinated claim file. Communication with each authority is conducted in writing, with copies provided to the client throughout. Timelines vary considerably depending on the jurisdictions involved.

This service is suited to those who have:

  • Worked in Thailand and one or more other countries
  • Returned to Thailand after extended periods abroad
  • Contribution records held by multiple authorities in different languages
  • Received conflicting information from different pension authorities

Pension Decision Appeal Representation

Representation in formal appeals against unfavourable pension decisions — including reduced calculations, denied entitlements, and disputed contribution periods.

The work begins with a careful reading of the original decision, identification of the legal and factual grounds for appeal, and preparation of the written submission. Where an oral hearing is scheduled, we attend with the client and present the case. We are candid about likely outcomes from the outset and revisit the assessment as the case develops.

This service addresses decisions involving:

  • Pension calculations reduced below the expected entitlement
  • Entitlements denied by the Social Security Office or equivalent authority
  • Contribution periods disputed or excluded from the calculation
  • Administrative decisions that do not address the grounds raised in prior correspondence

Registered Legal Practice

All practitioners hold current certificates of practice under the Lawyers Council of Thailand. Professional conduct obligations apply to all client work.

Confidentiality and Data Protection

Client documents are held securely and shared only as required to progress the matter. We comply with the Personal Data Protection Act B.E. 2562 (PDPA).

Independent Submission Review

All formal submissions are reviewed by a second practitioner before filing. This internal check reduces error and strengthens the quality of the final document.

Complete File to Client

Copies of all correspondence, submissions, and authority responses are provided to the client throughout and at the conclusion of each matter.

Regular Written Updates

Progress updates are provided at each meaningful stage. Clients do not need to contact us to learn the status of their matter.
